Public participation is a critical part of the DR process.
When the City of Asheville updates key details of CDBG-DR program implementation, funding allocation, or beneficiary eligibility, the U.S. Department of Housing and Urban Development (HUD) requires a substantial amendment to the City’s Action Plan. This amendment documents the changes and is made available for public review and input. Amendment 1 does not change overall funding amounts or allocations for any program.
Any revisions made in response to public comments will be clearly marked in the updated Action Plan. A summary of all comments received and the City’s responses will also be included in the HUD Disaster Recovery Grant Reporting (DRGR) system along with the Plan.
The full Action Plan: Amendment 1 will be published for a 30-day public comment period from October 7, 2025 to November 6, 2025.
Amendment 1 addresses the following items:
Increases the maximum reconstruction/rehabilitation grant under the State of North Carolina Reconstruction and Rehabilitation of Owner-Occupied Housing Program from $375,000 to $450,000 (p. 79).
Decreases the minimum project award under the Housing and Economic Security Support Services Program from $500,000 to $250,000 (p. 94).
Corrects a citation under the Affordable Multi-Family Housing Program from “24 CFR 570.483(b)(3)” to the applicable “24 CFR 570.208(3)” (p. 75).
